The project site is located at Kei Pik Shan, Sai Kung and is zoned "Conservation Area" on the Approved Pak Kong and Sha Kok Mei Outline Zoning Plan. However, a section 12A rezoning application was submitted to rezone the subject site to the "Other Specified Uses" annotated "Columbarium" zone. It was intended to facilitate the development by providing a total of about 1,100 open-air niches in action with no structure but instead based on a 'landscaped park/picnic area' development concept. As a result, the Applicant withdrew the S12A application.
